That has happened to me so many times I buy a DIY off someone and then I get in game like 2 days after for freeI thought everybody was going to get him on their island on July 3, but I ended up getting regular old Gulliver instead. And he finally gave me my Tam O'Shanter hat, a few days after someone gave me theirs.

I think which ever character has the wet suit then they can be visited by him. I don't think you can be visited playing another character if only the resident rep has one.

Both Gulliver appeared the first week after the update on my 2nd island. Also had Flick and Redd. Got the cannon and a hat.
So far no Gulliver on my main Island. Flick, Redd and C.J. appeared on the first week. With Gulliver I want him to appear more for the gold shovel recipe.

I think it will be awhile for me. I just got regular Gulliver recently and I don't get him very often. I wanted to get him done to get the diy for the golden shovel. I might just try the TT to get it 
and then work on the pirate Gullivarrr.

If you have your game updated you should be fine.
They said they had revamped the spawn rates for special characters. It's believed that you can get Gulliver and Gullivarr in the same week but not consecutive days.
If neither of them show up that week, they have a high priority of next week. Google chart somewhere or YouTube video describing it way better.

Happy they added 2nd Gulliver. Started on release and I've had Gulliver visit 9 times. 30 times without the 2nd Gulliver would take over a year to complete. In ACNL the golden shovel got unlocked after buying 50 bags of fertilizer from Leif. It was one bag a day.
It's implied that everyone, including the player character mistook him for someone else (Gulliver in this case), hence the whole color/name change. I thought it was a neat touch.Strange, did anyone notice first time u talk to him the name is gulliver in blue, it then changes to gullivarr in red
When he showed up, I had one of my villager's comment that they thought they found someone that they knew on the beach, but that their vibe was completely different. It's pretty much the Mistaken Identity trope. This is probably also one of the reasons why Nintendo coded the Gulliver's Travails achievement to also count his visits (besides making it easier to complete). It doesn't help that both of them like to use the same phone case, stationary, and are possibly hated/ignored by their crew.
Fun Fact: Besides the difference in outfits and the dark circles around his eyes, Gullivarrr has X-shaped irises, meanwhile Gulliver's are plus-shaped (+).

I've had Gullivarr twice since the update. I got the ship's wheel and the cannon. And I'm having far too much fun firing the cannon out over the water!

I want the barrels. I'm building my pirate area on the rock near my Gnome Council, and I have a couple of the DIY barrels next to them. It'll help tie the two areas together.

Council of gnomes sounds amazing haha I also want treasure chest I am not interested really in the pirate clothing items.
