Guaranteed Villager pic after villager moves out

How can I be absolutely sure I get a villager pic after that villager moved out?

Phil has been in my town since December 1st 2014 and is planning to move out on January 19th.
I don't know if that is too short. I have been talking to him and doing favours for him, but is it enough?
 
depends on the kind of dialogue he says. youd have to talk with them a lot, do them things like new nicknames and catchphrases, better things when they ask for fruit/furniture/bugs/whatever (like if they ask for a river fish, get them one thats rare-ish or smth, furniture that matches their favourite theme, perfect fruit when they ask for regular, etc). people say that writing letters often also helps
 
I don't really think that's enough time. thats based on my experience though. I had Diva for a month and befriended her, but her dialogue and stuff didn't reach high friendship like I thought it would by the time she moved out.

You can always kinda check. The less they say things like tutorial stuff and start saying that they want you to change the catchphrase is a pretty good indication. When Phil also starts giving you stuff even when you say it wasn't yours or you're mistaken that should also kinda tell you what level of friendship you have.

Smugs will often outright tell you if your friends or good friends too. So if you're at that level, you should be able to maybe get a pic

Also if they visit your house unexpectedly. That's a major sign of high friendship.

That may not be enough time, it depends on the friendship level you have. To get a picture from a villager, you need to be at a high friendship level with them (one sign is that they'll visit you unexpectedly) but even then, it's not guaranteed. You get a chance of that happening each day or so, so even if you have a great friendship with him, it might take him a while to give you his picture or he might do that for you the next day.

I'm not sure but I think that how fast you can befriend villagers depends on their personalities. I became best friends with a Normal that I didn't talk to much after one day when I was bored and the in-game time was 6 AM (so only Normals were awake). In comparison, I have some villagers like my Uchi or my Cranky that I've interacted with a lot for months and do a lot of things for them but they're still not at that level of visiting me unexpectedly.

The most certain way to get their pictures is by doing the event on April 1st. If you get the answers right (and you can look them up), they'll give you their pictures regardless of friendship level. You could always time travel BACK to April 1st (so that it counts as one day forward) and then wait for Phil to move out in April and for someone else to ping before time travelling back to the present. It's extra effort, though.

I don't think that means you're at maximum friendship. There are villagers I'm pretty sure I'm not at maximum friendship with and definitely wasn't at the time they asked but they still pinged me over this. I think it just means you have a decent friendship. I don't know if declining the name affects anything, but when they ask me to change something they say but I don't want to, I'll say yes and type in the same thing.
