Groups. Can you create them?

Hi! I was wondering if there was anyway to create groups? If not that's okay. But like, if there IS a way, can you let me know? I'm trying to set something up for my villager creations.

It's pretty costly.
You have to buy the "Start A Group" in the Shop, which costs 4200 tbt. Then you make your group.
Pretty sure thats how it goes.
