I thought this was a first come first serve thing and I posted a few minutes before the others but if low amount of wifi ratings can disqualify someone then you should really add that in the rules/first post because I couldn't see anything there.

On the first post Diana's name is marked with the flower symbol, and following your key, the flower symbol represents "in boxes"?

Poor could also mean low wifi rating.
That's what I assumed...

I would jump at the chance for Deirdre and simply TT a certain villager out, but this is a tier 1 villager that I want to give away to one lucky person.
