How do you get their pictures? I've tried talking to my villagers a certain amount of times a day but they just keep repeating themselves >_<

Just keep at it with your regular villagers. It's taken me almost two months to get my first two pictures. Katie's picture you get as a random gift when you take her to another town.

Always give them the best possible item
for instance, if they ask for fruit, give them a perfect foreign fruit
if they ask for furniture, give them something customised
if they ask for an ocean fish, get a shark or something equally as rare
if they ask for a bug, get the golden stag
They can also be obtained through petitions etc
