I have my fish and diving encyclopedia full! CHIP WON'T GIVE ME THE ROD !!! he's just like "oh you don't have a fishing pole wanna buy one" then I take my rod out of the mail piece I keep it in so he stops asking me about it then he just wants to ***** chit chat about catch and release techniques!!! When I did this with Nat I got to tell him right away to look at my encyclopedia. Why is chip being so stupid HELP

That's how it worked with Nat but there isn't an option for chip ): I posted a video if that helps
He should have that option during the competition after speaking to him twice. That's weird.

The first time you talk to him he tells you what fish he wants, then you're meant to talk to him the second time, and that option to show him your collection should have been there.
You probably don't want to time travel, but I would go to the previous day, then back to today and try talking to him again when the tournament has started.
Don't catch any fish, just talk to him and he'll tell you what fish he wants, then talk to him again.

I miss the good old days when Tortimer would be waiting outside your house to present it to you.

Is the fishing tournament in your town or another players town?
The golden fishing rod has to be in your town during the fishing tournament. Visiting another players town doesn't work.
The golden net can be in yours or another players town.
Think they did this because the fishing collection can be completed in a short period of time.

I HAD NO IDEA yeah it's in my second town that I TT in I thought it would work since I had gotten the net the same way (going to other town) thank you

Welcome. I found out about this when I tried it in my spare town.
Most of the summer fish can be caught and kept during a island tour. Doing that and visiting another players town lets you get the golden fishing rod in 3 to 7 days. For the golden fishing rod you only need the fish. The diving/fishing completed the museum part.
