Getting the "Perfect town"

So I'm trying to get the perfect town status in my second town to get the town hall upgrade but I'm having trouble. I have the right amount of trees/flowers I think, but Isabelle keeps telling me that "additional development is desired" and that residents "want me to dedicate more time and resources to public works projects". What does this mean? I've been building a bunch of projects, I think there's like 12 now. Do I need the residents to request more projects? I don't know what to do :/

Maybe this link will help ya out? It definitely helped me out when I was trying to figure out what I was doing wrong, as I had the same problem as you ahaha
Apparently there are different types of public works projects, and you need to balance them out as well

Do you have a Drilling Rig, Garbage Can, or the illuminated PWPs in your town? Those projects make it harder to get Perfect Town Status and reduce citizen satisfaction
On the other hand, Solar Panels and Wind Turbine makes it easier to obtain Perfect Town Status

I just built a bunch of streetlights and benches until I had enough.

Try doing more diverse PWPs (Instead of all 1 PWP)
or spreading them out throughout town?

Try doing some more PWPs, because i had a lot when i got the town hall upgrade. keep asking the villagers and talking to them, and then they will suggest a certain PWP that they like or enjoy, and then do that exact PWP, because if you have just basic PWPs that you had from the beginning, or ones that a villager didnt suggest, it might not work to get the town hall uograde. dont worry though, you will get it eventually. just keep working at it!!!
