getting the 3-star rating?

Wrong, you're a bit overkill on that. To get 3 stars you need only some of those things: 7 villagers, around 30 items outside, around 30 fences, around 30 flowers, and two PWP including both Bridges and Inclines (Not bridge exclusive)

I know it's a little overkill, I was just offering some guidance. It's not 100% correct :)
 
got the 3 stars today automatically after my 8th villager moved in. i added maybe about 2 extra furniture pieces outside (i wanna say like 30 total) and nothing else and just got it after my villager moved in. i have about 40 fences and around 40ish flowers.. looks like the population was the only thing i was missing

edit: i should add, i only have one zen bridge built as well.. no inclines (mainly because i'm gonna be terraforming and i didn't wanna move/destory a bunch of things later)

So today I have 7 villagers, 300 flowers, 150 fences, 75 furniture items, 3 bridges, and 2 inclines and I have two stars. I'll let everyone know what happens tomorrow when I have a 4th bridge and an 8th villager.
 
Just got my 3 stars today. In all honesty I feel like I didn't even try and I got 3 stars. I can say hoe many trees and flowers I have planted but for a fact I have way too many trees and not so many flowers. I only ahd on bridge and a set of stairs. I even had a donation for another set of stairs and now I regret it because well its going to get destroyed by the way I'm already planning on terraforming. Also last night I just placed down about 4 items (2 cherry blossom items, some set of seats, cassette player) and added a couple more which were only playground items like the jungle gym, 2 public seats, trycicle peanut gave me, trashcan bin from lopez, sandbox, elephant slide. I also added the lighthouse, mountain bike, two streetlights. I then headed to Isabelle to see what she would tell me and bam 3 stars and I didn't even bother after that. I had something else in mind but I feel like it would look better after terraforming.
 
Guys, stop worrying about 3 stars. You get the golden watering can at 5. You should be shooting for 5. I also think it locks by day up until day 3. I got rid of all the towns weeds by like the 3rd day when I could reach it all.
 
So last night I made a few dozen more DIY furniture, 100 more fences, and 100 more flowers. still 2-star by the time I went to bed.

I woke up this morning, and have 4-stars now.

The difference this morning is I have 1 extra villager (8 total now), and 1 extra slope (1 total now). What I said before about reaching some kind of score cap with the furniture may be true. The 5th star is likely obtainable once I have 10 villagers, and more briges/slopes.

We're not discussing New Leaf....but also, we're not discussing golden watering can, which is pointless since it breaks.

Update: 3 stars obtained with the 8th villager

Edit: Upon placing a garbage bin outside, I went up to 4 stars. So yes your star ranking can change during the same day.

When I unlocked my 3-star rating, I had zero fencing. Although I did craft some DIYs and place them around the island (definitely not 50, probably not even 30 honestly). I did have some flowers I bought and planted (not a lot though). I also believe I had either one or two bridges complete, with one incline also complete. My villager count was around 8.
