For everyone saying that nobody's eyebrows can go up like that, nobody's eyebrows can go down like >:3 either.. Besides, whos mouth can go like that? Or :S or or or ^_^ or :X or D: or or :> or :<.. I think you get the point.

It would make no sense for it to be a hat, it doesn't add to what the emotion is trying to portray, whereas eyebrows do.
