Generic error on digital copy?

So all of a sudden starting yesterday, I've been getting this error when trying to launch my digital copy of ACNL

upon looking it up, the only solutions i found are related to a wireless problem, but i've tried disabling wireless and even deleting all of my settings, all to no avail

even more bizarre is that i went to my parents' house today and it worked perfectly??? then i come home and it starts doing this again
anyone else ever got this error? or have any ideas of what may be going on??

this looks like a crash screen from a failed process on a 3ds with custom firmware, and when i searched the error code, all the results came up with hacking information and things to get around it.
have you tried installing cfw on your 3ds? if you have and you get this message, you most likely have files in the wrong place
im not sure why this error message would come up on a non-hacked 3ds, so you might wanna contact nintendo's customer service if you didn't attempt any custom firmware installation.

i do have custom firmware on my 3ds, but it's been on there for some time and i haven't changed any of it recently.
i've never heard of cow, what is it?
