If you meant "Why doesn't Wal-Mart or Best Buy step in", then it's obviosu. Best Buy is the largest electronics-only store. They don't need the video games too much, notice how you don't see many Best Buy commercials for video games? It's because they don't need to put their advertising money on them. Wal-Mart is the largest company in the world, taking video games away from them (and their selection sucks as it is) will barely even cause their money pile to move.
