Game finally updated and what is going on?!? 10/10 not prepared for this. Can some one give me the low down?
 
Basically, lots and lots of new items and villagers have been added. A campground has been built in your town to support RVs that you can use amiibo to scan in. You see Wisp to scan them in. These RVs will allow you to order furniture with a new currency, MEOW coupons, that you earn by completing town initiatives. Sometimes, you can ask the villager in the RV to move into your town. A new character, Harvey, is permanently in the campground. He'll explain things further. Hope you have fun!

Looking at your TPC page now shows Initiatives, which you can complete by doing everyday stuff like fishing and selling stuff at Retail. Check it every day and you'll earn MEOW coupons, which can be used to purchase stuff from a campsite that now appears to the east or west of your town map. The campsite is run by a dog named Harvey, who not only sells items himself that change each day, but hosts a camp for RVs to park in. Generally, each day there will be an RV with a random NPC, such as Jingle, Jack, Pascal, Saharah, or Gulliver. You can buy items from these RVs for MEOW coupons, too.

However, the update also added Amiibo capabilities, allowing you to use Amiibo or Amiibo cards to summon another Animal Crossing character to the campsite. In the case of NPCs like K.K. Slider, you can buy special items, like his guitar case. If you use the Amiibo cards to summon a VILLAGER, however, you can move them into your town. Favourite villager just moved out? Bypass the 16 villager cycle it'd normally take to get them back. Scan their card, invite them in, and you're golden. Already have ten villagers? It'll let you boot one out and they'll be in boxes that same day, letting your new villager move in as soon as possible.

In addition to MEOW coupons, there are more items from shops. Balloons now drop Welcome Amiibo items and other items, rather than just balloon items, as long as you've collected all the balloon furniture at least once. Fortune cookies now hold new items, like Nintendogs-related ornaments and special New 3DS and Wii U consoles, that allow you to play mini-games called Puzzle League (3DS) and Desert Island Escape (Wii U). And if you're having bad luck getting these from cookies, most NPCs you can scan into the campsite with Amiibo will sell a Wii U, and many sell personalized faceplate versions of a 3DS, again, like K.K. Slider.

Lastly, still regarding Amiibo, you'll find a genie's lamp on the ground containing Wisp. Wisp will adopt the image of a scanned Amiibo once a day, and call them to the campsite. He will give you 5 MEOW coupons a day for calling him out of his lamp. But, this is also how you get characters like Kicks and K.K. Slider in your campsite, but his abilities also aren't limited to Animal Crossing Amiibo. Scan certain Splatoon characters, or Legend of Zelda characters, and get special villagers like Epona or Ganon. Also with the introduction of these new Nintendo characters, there is a special set of Amiibo cards featuring Sanrio characters, letting you invite in Hello Kitty inspired villagers.

Plus, Welcome Amiibo introduces cards that let you invite in villagers that haven't been seen in ACNL before, like Vivian the Wolf, Boots the Alligator, and Sylvana the Squirrel.

Tl;dr: Most new capabilities are Amiibo related, but the ability to earn and spend MEOW coupons at the campsite and the addition of many new items, plus the two mini-games, are pretty cool too.
 
You basically have new villagers, new items, new character, and new currency. I don't know what all the fuss is about.

Thank you all for the info. Will villagers camp there not npcs, but regular ones without Amibo charactures?
After 3 years I'm still looking for Margie :(

If you have her amiibo card, you can scan her in and ask her to move in that way. Regular villager cards can be scanned for items or to make that particular villager move into your town. The special RV villagers can be invited to the campground so you can buy things from them, and from their camper you can ask them to move in. NPC amiibo figurines (that were for the Amiibo Festival game) can be scanned to bring the NPC to your campground. Also, if you invite someone to move in, they will give you the option to kick someone out if your town is full, and if you scan them in, even if you've had them before and haven't completed a 16-cycle they can move back in. It doesn't work if you're inviting them from someone else's town though. Also, special villagers such as the Zelda or Splatoon villagers can't be invited from someone else's town along with the Sanrio villagers. Only regular villagers and the RV series villagers. Hopefully that helps!
 
That helps so much! Yes, thank you! Did not know she had an amiibo characture, haven't done any amiibo stuff on any game. But that's definitely something I'm going to have to purchase in the near future. :D
 
There is something else I feel warrants special mention:
There are also some special Welcome amiibo cards that are very, very rare: the Sanrio Collaboration Set. They've only been released in Japan and Europe (and had a VERY limited eBay release in Australia and NZ) and are hard to find even there. There are six cards in the set- the Japanese packs come with two random cards and a random sticker, while the European packs have the whole set in one but no stickers. If you want them (And they are VERY cute, so I recommend them!), then you'll need to grab them off eBay, where they run $40-$60 for the whole set, even more with all the stickers- and the price is slowly rising. Don't order them from GAME UK, though- they're preeeeetty fishy with int'l shipping.
These cards call the villager to the RV site. They have special furniture and clothes, and they can even move into your town! The villagers are these super cute, pastel gals and guys with sweet personalities and Sanrio-based sets. Rilla (Peppy gorilla) has Hello Kitty; Marty (Lazy bear cub) has Pompompurin; Etoile (Normal sheep who is pastel pink and purple~~~~~) has Twin Stars/Kiki and Lala; Chai (Peppy elephant with a TEACUP ON HER HEAD) has Cinnamoroll; Chelsea (Normal deer with A PINK BUNNY EARS HEADBAND) has My Melody; and Toby (Smug rabbit) has Kerokerokeroppi (more of a Zen-themed set, really). I'm TOTALLY not biased, hahahaha... ;)
