Hi all I've looked but couldn't find a section for adding Friends, I'm probably blind.
Anyway I'm looking for friends to visit and share stuff with

You add people on your 3DS main/home screen. There is an orange square smile face in the very top row of the home screen.
Open that up and the option to add people is there.

I think they mean a forum section for adding people to play with.
