Okay, so Katrina is in town, and I really want to unlock her shop, so could anyone help me reach the 20 fortunes needed? my FC is 2921-9833-6570 :3

Unfortunately, people from other towns can't help towards the 20 visits. If you're in a rush to get it then you would need to create multiple files. When you do hit the 20th reading make sure to have your mayor visit last then Katrina would recommend opening up her store...

You want to go the opposite route by going to other towns with Katrina in it. Doesn't work if people come to your Katrina as it will just help them get their shop. It's the character you're playing with and other residents in your town that has to do the fortunes that counts toward the shop.
