If you look at the bottom left there's a pumpkin which looks to b a layer below the characters. So that would put them on layer two making the last layer number four with fences, trees, and decorations. Your thoughts? I really hope this is true. Always wanted to decorate up there, but didn't want to glitch to do it.

i totally didn't notice that at all haha
also it looks like that archway by the pumpkin dude is angled. hopefully they'll let us angle furniture cuz i'd love that for my corners in the house.
or perhaps they've become inane and now let us decorate rivers. idk. random thought. i just saw someone somewhere post something about "please let us decorate rivers!!" it'd be dumb, but idk

ive seen a lot of talk about this on animal crossing related subreddits and tbh i still dont really know what to make of it even tho we have this info right in front of our faces LOL like it literally shows decorations on the 4th cliff but i just dont want to believe it. like it could be because they have a dev version and of course they want to make their trailers look nice so ppl r tempted to play so they decorated it as much as possible u know? im rly hoping that this update does allow us to decorate the 4th tier cliff bc i find myself wanting to use one but the fact that it can only be nekkid just takes away any use i could have had for it.

tbh to me if looks like a pumpkin on land surrounded by water.
we do but there honestly isnt rly a need for it because u cant even use a ladder to get up there to decorate it. u can glitch to decorate it with trees & flowers (and maybe furniture?), but u cant put buildings & stuff up there.

It'd be pretty cool to put stuff up there officially, I don't know why we couldn't now. We shouldn't be able to build another layer and not do anything with it.

i agree with the others. it could very easily just be a pumpkin on a 1x1 patch of land surrounded by water.

i dont know, might be fun to be able to put ducks in the water and some creatives with custom tiles could possibly make a boat to put the pirate items onhuh! that'd be pretty cool

it just seems super weird, it's an asset in the game that's meant for fishing, always has been, dunno why we should change it - we have enough customization options as is.
As others have said, I'm guessing it's water near the pumpkin... I mean, I guess it's possible we could be able to decorate the 4th level. And I guess that'd be neat. But personally I think that's too many levels for an island, and I have no interest in decorating that many, lol. I don't have any 4 tier cliffs on my island, whether or not we can decorate them (I think we can with a glitch at the moment, though)
The angle of the cliff looks like it's was dug with the water tool for terraforming. The cliff angles are much wider in comparison, but who knows? I'm wondering if there will be pumpkins in the river, or if there is going to be a new tool for terraforming that allows you to dig one block lower to create a grave dig site. If forth cliffs will be possible, then that's cool, but I don't think that's what we're getting. Also, pumpkin heads returned. I totally missed that in the trailer, but that image shows a villager on a cliff in the background with Jack's pumpkin head.
Based on how it looks, it can't be on the first level--that's nearly impossible because of the way the hole is formed. I'm not sure whether it's a fourth tier (making it the first tier, which means the current 3rd tier will be moved up to 4th tier), or if it's an item that can be put in the water. However, there doesn't look to be water anywhere? I'm so confused. LOL
