Forever searching for a nibble fish

I'm trying to complete one of my town's initiatives which is catching a nibble fish. And I've been trying catch one for 2 days now. It seems like when I'm NOT looking for one, they show up constantly but when I am looking for one, they are suddenly scarce.

i also have the nibble fish initiative right now, but cant find one for the life of me :| i feel your pain. any tricks to making them appear or is it just a waiting game?

I don't think there are any tricks, I think we just keep trying until we catch one.

I read on the wiki that their shadow size is the same size as a crucian carp so I have 5 crucian carp and no nibble fish lol
