Fireflies on foggy mornings?

I have a question about fireflies in ACNL.
Will they appear during foggy early mornings, or only if the weather is clear?
I know they don't appear when it rains, but I don't know if fog qualifies as rain.
I want to save my dream town at around 3am when the weather is foggy,
but I want fireflies as well.
And I know that they only come out in June but I am TTing ahead to save my dream town.

Really? I'm pretty sure I've seen fog earlier than that.
It would be such a bummer if it didn't fit in with the firefly time...
