Well, this is what Storm said about it:

He said that when he is done with this, this will be one of the last big projects that he has done with our forum. Hence the term, final. Also, I think it means it is the last of our improvements to the forum since it started.

Actually, there ARE plans for projects AFTER the Final Five, so there you go. But these will be the final BIG projects for TBT. The others are definetely not as big.
