Yes!

The way my reservations work is that most villagers don't require a fee. Some, though, like Julian, I'd like a reservation fee (mostly because I could get lots of in-game bells for them, and also I want to get all the birthstones). The ones that require a fee are listed in the first post, and you don't pay the fee until you get the villager from me. If you get it somewhere else, I don't require a fee.
