Fastest and safeest way to kick out someone?

I'm not exactly sure about this method, but I've heard that if you set your 3DS clock one year ahead, open up New Leaf and create a new save file, go through Rover's speech, and arrive at the town, check your town map and see who has left. Then change your 3DS clock back a year or to whatever day it is. (I think no villagers will have moved?) Find that villager who left one year later, and they should ping to tell you about moving. You can make them stay or leave, so in your case, get Paula out
 
Julian asked me to move twice,renee once,bruce once,freya once,but that... Paula not even a ping ahhh!!! (all this in a 14 days span)
 
I cycle all the time, and I don't recommend ignoring them at all. That has never worked for me. Talking to villagers is important if you want to know who's moving. You can TT day by day, trying to find who's moving. You do not have to move someone out before her. I have also had Paula, and I kept trying to get rid of her. I would recommend TTing 1 or 2 days at a time, while talking to villagers frequently to try and find who's moving. There is a thread that tells you what rumors to look out for. If a dreamy is rumored to be moving, get them to ping so you can talk them out of it. Good luck.
 
Okay I discover that the more you talk to them, and if you TT 1 day at time 5 back 5 backwards, almost daily someone asks to move
 
Hmm, Beau is my 10th villager and he came from my friend's town. He never pinged me once asking to leave. I check all my villagers daily to see if they want to move (they all have to ping me at least once daily) because I been keeping this deer town since last November. I keep tabs of who pinged me to move and Beau doesn't want to move.
 
Also Rooney is not pinging me, that is wierd he asked me to move once a long time ago since then, never, he was never the 10th villager, he is actually the 7th
 
What I do is just talk to someone you want to keep until they either say someone is moving or they need time to think or whatever
and if someone is moving I run straight to them and tell them to not move or move. If they don't mention then just keep tt'ing.
NOTE:This trick helps me 99% of the time but sometimes they don't tell me about someone about to move and the person who is moving just tells me personally
 
The ignoring trick never worked for me and only my favorite/friend villagers were the only ones that kept telling me that they'll be moving.
I tried getting Agnes out by ignoring but she never pinged me so I decided to test out my theory and kept talking to her daily. I'd keep talking to her until she asks me to leave her alone to think and I tt'd to the next day and repeated the same thing. The next day, she pinged me and told me she was thinking of moving.
The same thing happened with Lopez and Mira. I liked them a lot so I spoke to them regularly and in less than a week, they both told me about moving from my town.
I can't pass this off as a fact but this has happened to me many of times. So try talking to them, become their friend and sooner or later they'll ask to move. I'd only recommend tt-ing to the next day if you want to speed up the process.

Whats fuuny is I do talk to both of them, and all other villagers have asked me to move at leas 3 times, but Rooney and Paula not even once

It'll be all RNG at this point if your friendship levels are equal. All you can do is keep TTing. It took me four ingame months to get Hamphrey out of my town, and I've known it to take an ingame year for someone to get Chadder out... So yeah.

Ignoring almost never works btw, but others have said that.

I have TTing at least 2 in-game moths so hopefully im close
 
Oh my gosh this totally explains why Phil won't move then, since he's the 10th villager who came from the void *grumbles* I wasted like 2 whole days trying to TT him out when it was impossible. I feel so stupid now, haha!
 
I ignored Naomi and Sterling the entire time they were in my town (Sterling moved in the middle of my path, so I was naturally furious with him), and they both wordlessly moved out after about an in game month (Sterling was far quicker to leave than Naomi, though). Deirdre only moved out when I started to talk to her. I just think it varies.

Hamlet, Fang and Olaf were the villagers I wanted to move (and I'm still waiting to Fang pinging me for that). I waited for a month or two, but the few times someone asked me to move out, weren't them.

As I wanted them out as fast as possible to be able to leave a free spot in my town and get my dreamies, I started to read about cycling. And I thought about it a lot because I didin't want to lose the rest of my villagers, but I decided to try and cycle a bit to make them move out (and also to make Diva advance a little bit in positions, though I don't think I'll be able to get her again because he moved out just before Hamlet and Olaf and I don't want to cycle much more since I got 7 dreamies and 1 undecided that has been with me since a few days after me beggining to play NL).

In two days, cycling about two hours per day, I achieved my goal: Hamlet and Olaf wanted to move out. And I kicked him, of course. Now, Fang is the only one remaining.

So just because my game experience, I think that applying some method to cycle (being VERY careful to not make a villager you want to move out) is the best way to kick villagers from your town (only if you are nice with TT, of course). If you don't agree, I found that the villagers who are most friendly with me are the ones who ping me the most to tell me that they want to move out (but they usually don't ping me for it, as they want to tell me villager stuff the 90% of the times they ping)
 
Bad news guys I screw up and void my sweet little filbert =(, im so sad, but the silver lighting is that awful Paula now will move
 
I've lost a tenth villager many a time. All i had to do was talk to all my other villagers and ignore the tenth villager. And by IGNORE I mean not even introduce myself to them.Its worked every time I've had a random villager i don't like move in.Although, i will say I never time traveled when I did this so I guess having the game realize you aren't time traveling and are just flat out not even recognizing the existence of this villager helps them move out quicker.

For example I got Deena as a random move in so I ignored her for 3 or 4 days straight no time travel and when I talked to my other villagers they would tell me Deena was thinking of moving.Which at that point I talked to Deena to introduce myself to make sure next time she saw me she would ping me so she could ask to leave.

If you've already talked to her though I suggest befriending her as it's probably the only way she'll move out quicker now.Also time travel too especially if your going to go the befriending route.
