Fang and His "Rumor": StreetPass Increases Re-Tail Offers?

So I was talking to one of my villagers, Fang, trying to figure out which of my current villagers will be trying to move out (for some reason, cranky villagers give this info up to me the easiest?). Anyway, he said that he heard this rumor that, the more people you encounter on StreetPass, the better the prices Re-Tail will offer you when you go to sell. He then chalked it up to being a rumor and not to think too much of it. I have never had this conversation with him before, and I can't recall ever hearing any of my other villagers mention it.

Two things:
1) Is this true? I feel like it is, because I feel like I've heard it before... then again, I'm not sure if this was introduced with a recent update or not.
2) Does it only work in passing through StreetPass? Or do I have to connect with people in order to get this to work? Basically, is it automatic or do I have to manually do something to activate this feature?

Thanks, Katezilla, for this info that I didn't know! That is an informative thread that you linked. I recently started taking my DS out with me more places to see if I can get some streetpasses, but I have read on TBT that they are rarer these days than they used to be...we'll see!

Warning! Take note of the fact that if you have less than 10 villagers, you could pick one up out of someone's void through streetpass!

Reminder to self: Before you start a new town, make sure streetpass is disabled! (Unless you don't care what villagers move into town, of course.)

He made it seem like you'd get a higher offer price for such items, not that there would be the offer of another item!
