I recently went back to watch some episodes of Darkwing Duck. In the pilot episode the villain is Taurus Bullba, and actually realized something......You might be wondering what this has to do with New Leaf....well....If you look at the HHA Jacket, it looks near identical to his outfit!



Guess we now know who runs the HHA.
