Explain the void and 16 cycle to me

The void is where villagers who don't get adopted goes right? Once they go into your void, they are added in your pool of the 16 villager cycle, they might move in another town if you visit a town with 9 or less villagers without you knowing about it, so you can clear your void by visiting a town with 10 villagers, about the 16 villager cycle, all I understand is if you have a dreamie you want to get back, you will have about moved out 16 villagers (17 to be safe) once that is done the villager you want, will be erased from your void, and you can get the wanted villager back in your town.

That's pretty much all there is to it 
Each villager you move out goes into your void, but they won't start showing on main street until you move out another 7 or 8 (think that's right, might be more I can never remember).
If you make a list each time a villagers move out just write their name on it. So if you move Erik out for example, you would move out (and in of course) another 16 villagers before he could come back in your town again.
Villagers in your void can't be given to anybody else and can't be moved back into your town until they're out of the void.
Visiting a town with 10 villagers is supposed to clear it but it doesn't always work in my experience. If you're at 9 villagers and don't want to risk a voided villager it is best to avoid wifi and street pass until you get that slot filled again.
