Explain cycling...

I want to do some temporary cycling until I obtain all my dreamies... but I don't fully know how to do it. Can somebody please explain?

Like you said, you TT until villagers move in/out. As for the tiers, there's an official list on the trading plaza here that will give you the villager tiers and recommended prices.
