Ex-villagers reappear as campers?

Does anyone know if villagers that once lived in your town, can reappear as a camper?
I'm thinking, if the game removes the villager's data from the towntree once they move out, than it may be a possibility.

I don't think it's possible... well, maybe if you had every villager in your town, but I'm not sure.
Hard to know that, actually. It sure would be nice if it was possible!

I think after you cycle through the 16 villagers the game erases them being there... so maybe?

you should be able to after the 16 villager cycle though. you can reobtain a villager after cycling through 16 other villagers. that would make sense for the game to allow villagers to reapper after cycling through 16 villagers.

say you let skye move out of town. your game still has him stored in its memory, meaning you can't ask him to come back into your town until you move out 16 villagers from your town. after you have cycled out 16, the game will sort of wipe the memory of skye ever living in your town. this means that you can ask him to come move back in, as well as opening up the possibility of him camping in your campsite again.

Except it doesn't work for the campsite.

I've moved many villagers out before and TT'd through about 10 years day-by-day and I've never seen that villager ever agan

16 cycle means that every time a villager moves out the count goes up by one. Not in, so if you move out 15 and have a 16th move-in it's technically considered incomplete.

Ive move about 40 villagers out, so far never see any of them in my campsite...

it would be pretty rare for a specific villager to be in the campsite because of the mix of over 300 villagers. however I have had the same villager pop up in my campite multiple times though.
