The NA one could be received in any language you choose to start the game with. Anyways, that one with 31 IVs in HP I was talking about earlier has Impish Nature and sometimes, nature can be more important than the IVs. An Example would be 2 Deoxys I had before, one of them had a beneficial nature for special attack, but the other had 31 IV in Sp. Attack, the one with Beneficial for Sp. Attack had higher stat despite its significantly lower IV in Sp. Attack.

Got a Hasty one with the spread 30/26-27/30/07/31/30, sadly it's not Insomnia though. Are you ok with that?

The highest possible IV for a stat is 31. 4 out of 6 stats of this one are 30 and above. One of the other stats is either 26 or 27, which is 5 or 4 points away from perfect and the other stat is well... low.
