An Eon Ticket is an in-game item which allows you to take the ferry to the Southern Island, where you can catch the other Lati@s (Latias in Omega Ruby, Latios in Alpha Sapphire).

Gosh, I was so close to getting an Eon Ticket once. I had just streetPassed someone, and I was so excited since I loaded up BuzzNav and it said I got the Eon Ticket. I went to a Pokemon Center to get it, but I didn't realize that I hadn't picked up the shiny Beldum yet. Hastily, I got it just to be able to get the Eon Ticket. Sadly, after getting the ticket, I realized that the Beldum had a horrible nature and decided to reset, thinking that the Eon Ticket would still be there. But I was wrong. When I got the Beldum, I was shocked when the woman said that there were no more gifts to receive, Meaning that I couldn't get the prized Eon Ticket. To this day, I still feel mad at myself for doing something so stupid.

If somebody in your local areas has it and shared it with the Nintendo Zone then yes.

EDIT: There's a subreddit /r/EonTicket that some of you can try as well. A lot of people share it through HomePass but there's a few people willing to do local meetups and stuff. Obviously use this with caution, as you might just be better off attending a local league if they have a ticket.
