When someone has a villager moving out, on the day the villager is in boxes, you can to go to their town to talk to the villager into moving into your town. They should arrive in a few days after that.

If they are in your campsite, ask them to move into your town. If will take a couple times of asking, they are super stubborn.

Adopting a villager is best. If you don't care which villager, you can just go to the Villager Trading Plaza forum here and look for someone who is giving away their unwanted Tier 5 villager.

There's Streetpass, visiting random towns, letting visitors go to your town, the campsite, and adopting a villager online. I find Streetpass and campsite to be the easiest, but there's a HUGE chance that you'll end up having an ugly villager with a poorly-furnished house if you Streetpass. You can have a mint-condition (original) villager for free if you pick them up on the campsite.

fastest would be from here. theres always a villager up for sale in the villager trading plaza. if you dont have the bells, campsite or from a void is your only option.

Apparently you can get them from street pass. I didn't know this....
I tend to look on here straight away and find a villager I really want and then get the one who is leaving out.
I'm wary of leaving the 10th spot free now since I learned about the void and street pass.

The fastest way to get a 10th villager for me, is from the campsite.

I got my 10th villager from a campsite too. When I first started playing I didn't know what streetpass is and how adopting a villager works. It took me quite some time to find someone I like in the campsite, but finally I got Carmen as my 10th villager.
