Does TTing on your ds clock prevent villagers moving away?

This is what I heard and I wondered if it's true because I wanted to TT to the spring and buy loads of hairbow wigs for people from my GracieGrace and I might do a giveaway like this other fellow TBTer:3

Yeah, unless you go back in TT to spring of 2012. Nothing is affected then except that you'll have to slowly make your way back to the present :<
