Does the time of day/weather you upload your Dream Town in effect the way it looks?

I'm working on really revamping my town, & I have noticed in photos a lot of dream towns time of day & weather is different. I haven't visisted hardly any dreams to see if this is the case. So is the time of day & weather you upload your dream what other people see when they visit, or is it randomized?

The time & weather will be the same, but certain special effects won't be there, mostly events. For example if you upload when the cherry blossoms are falling they will be falling in the dream, but if you upload during Festivale then the confetti won't be in the air. But you'll have the same weather and whatnot at the time you upload.
