Does the 16 villager cycle still exist?

If you adopt a villager normally, or try to move one in, it does exist. If you use amiibo cards, however, it doesn't.

So if you don't have cards and want [x] villager to move back in after they move out you have to go through the cycle. If you have their card you can scan them as soon as they move out and they'll be back!
