Does Phineas show up when Saharah's around?

I guess the title says it all. I've been waiting for a few days already, but it just keeps raining. Today's finally a clear day but Saharah's around! Will Phineas show up either way?

Yeah, I know about these things, however, I don't have the police station yet.
I heard Phineas won't show up when Joan is around, so I was wondering if he may come if Saharah's in town.

I should be getting at least 1 badge, but maybe even two or three!

So I presume he won't show when there is competition, but I could of been unlucky. Ive found the best thing to do with Phineas is not look for him, then he will stroll right into you.

No he doesn't, at least that has always been my experience. If there's somebody else in town, even if the other conditions are met, he never showed up

Yeh scratch what I said earlier, I literally just saw Phineas giving a badge in my girlfriends town with Sahara stumbling around in the background. So yes he can appear with Sahara in town.

I don't think he shows up when Sahara's around, and he won't show up until after bug off or fishing tourney is over.

Last night he showed up after the fishing tournament in my guest town.
He's appeared during the bug off and gave the players badges.

Think I spoke to Saharah first to get that out of the way and than he showed up.
With Katie I took her to another town and he was waiting when I returned.

The weather has to be good all day. It could have been raining earlier before you played or after you played.

Someone did a lot of testing on this one. The poster was due for a badge. One that you can count. The poster kept checking the weather and it did rain early on. It was beautiful and the poster never got the badge.

It can be very cloudy and he'll appear. It just can't rain.

Yes, he can! I can confirm. Both Phineas and Saharah are in my town today. They're both walking around at the same time, too.
