Does personality effect who moves?

I have three crankys in my town. Elvis is the last one to move in. I've been trying forever to get him to leave but he wont.Ive researched it and done all the tricks but nothing is working and I was wondering if personality might have something to do with it. It seems like my other two crankies try to move more than the others.

I'm pretty sure the last villager to move in will never move out unless you move another villager.

no they will, you just have to time warp a **** ton.
i had this ugly gorilla move in, and he was right on my paths. i introduced myself to him and started the ping methods to get my villagers to ask me to move away. it took me 4 months IN GAME to move him out. i didn't lose any of my other 9 villagers.

it just takes a lot of dedication, once you get one of your older villagers to ping, tell them no, and then time warp to the day they said they were leaving, on that day run around until someone else pings you and they will ask to move as well, rinse and repeat.

it took forever for me to get him out, but it was well worth it in the end when i got ugly rocket out of my town and off my paths.

after i got him out, i just time warped back to preset day.
