Does ordering from the catalog count towards upgrades?

It does I believe I once ordered a crown and it upgraded

Yes, it does count. My friend had just restarted his town and hadn't bought anything from the shop. He cataloged a bunch of stuff and then bought the crown to test it out. He even made sure to pay his house payment too. Afterwards, he TT'd ahead and found his shop was upgrading. It was pretty interesting, to say the least.
