Does leaving the 3DS open with ACNL running count towards 'active' play time?

In order to get my town appraised, I need the tree to be on the level right after the one it's currently at. However, I only meet the 50 day requirement, and not the 50 hour requirement (based on evidence and the wiki, I need to meet both).

Would leaving my 3DS open with ACNL running count towards the 50 hours?
My understanding is that sleep mode would not, but leaving it open probably will. I'm not super sure, though, and I don't want to leave my 3DS open for nothing.

I don't know for sure, but I assume it does count since the game has no real way as far as I know to distinguish "active" play from just leaving your 3DS open.

My guess is that it's probably similar to characters getting a tan in that you always have to be moving to count as time spent in the sun. So I'd imagine just leaving it open wouldn't work unless you're constantly moving? Idk. Maybe try leaving the 3ds open whilst your characters diving. I think that's more likely to work.
