Does cycling 16 work if they are in another town?

So I read about cycling 16 villagers out to get rid of the data from your game. But does that work if someone adopted them?

Say person A has a town and they have Roscoe.

Roscoe packs up and moves to person Bs town through whatever means

Person A then goes through 16 villagers

Could Person A ever get a new Roscoe? Or would their game still recognize the Roscoe in person's B town as being from town A originally?

Sorry if this is in the wrong spot I didn't see a real Q&A type area and this didn't really seem to belong in the trading section since it wasn't about trading.
 
You can adopt Roscoe from Person B's town, or get a new one.. It doesn't matter :)
 
They can get any Roscoe after doing the 16 villager cycle if that's what you're asking.
 
They still appear at your mainstreet, and the move to another town is basically just a copy of your data. So they can still move back in.

This is what I was asking :)

Thank you I wasn't sure how clear I was going to be when I started. So Person B can have a Roscoe saying they came from town A while Town A still has a Roscoe living it. Twinsies <3
