i've been reading that if you complain about a villager enough, they'll be more likely to move, but i'm skeptical about it. i don't want to waste my time filing lots of complaints if it won't help. have people had luck with this?

i currently don't like a single one of my villagers and it's bumming me out that i can't talk to them because i want them all to move! i miss chatting with villagers :(
 
That tip has been floating around since New Leaf and it was never proved to actually work.
That function is there if the villager in question wears inappropriate designs or says slurs by other players. It resets their clothes and dialog to the default.
For all we know, it's entirely random which villager decides to move.

Wasn't true for me. I complained to Isabelle three days in row and no luck. In fact, so far the only villagers that asked me to move re the ones I do not want to :/
 
No. "Reporting" a villager to Isabelle resets clothing and catchphrases to default.... Don't forget this game has online capabilities, and anybody can make a villager say or wear anything, that includes profanity, bigotry, and worse
