Does anyone know how to make villagers move out?

The best way to get rid of those villagers is by cycling them out. There is a guide here which deals with cycling. Even though it mainly focuses on cycling towns, there are methods you can use to get rid of those villagers you hate in a normal town too. It is very thorough, so I suggest you read it.

It depends if you have a villager you want to keep at all. If you don't. Try cycling. It really will screw up your town if you don't have beautiful town ordinance on though.

This is basically TT'ing mass amounts into the future to land on days which villagers are in boxes, not when they ping, as my personal method outlines.

1. Time travel one day at a time, checking all your outside villagers for pings. (Soon to move villagers will only stay in the town)
2a) If the villager that pings is one you want to keep, memorise their moving date and move 5 days in the future from their moving date (Say Tangy wants to leave on the 15th, you go to the 20th)
2b) If you do not want to keep the villager, and have no intention to give them to anyone, memorise their moving date and move forward five days from that date. (eg, look at example in 2a)
3) Carry on looking for pings one day at a time as usual, or if you're done, simply tt back to the current date. Going in the past doesn't really affect things moving wise, though it's probably a good idea to double check for pings. You should probably check for pings every single day in your town.

extra notes:
- sometimes villagers will not ping you, even though they are moving. Talk to other villagers regularly, as they will usually mention soon movers.
- Sometimes villagers with a low friendship with you will refuse to leave when they ping you. Gross.
- this method has proved really reliable for me, though there's always a risk involved with stuff like this. If you end up losing a villager, you can always get them back. (Not immediately though. You need to do a 16 villager cycle. You can probably look that up.)
- have beautiful town ordinance on. you'll thank me when you have like 5 weeds compared to 50 without it.
 
This is the method I used to move Poppy out of my cycling town and into my main town. It involves TTing though, so I hope you're not against that.

1. Start a new character. Do everything you need to in order to move the character in and save the game.
2. Introduce yourself to every single person in the village. Even the one you want to move out.
3. Play with this character every day. Have it talk to the villagers you want to keep, but completely ignore the one you want to move out. Do this every day for a week. You can TT at this point, as long as you play every day you're TTing through. I did this so I could get through the week in less than an hour.
4. Start the 8th day of the game with your new character. Find two villagers you've been talking to all week. Talk to them until you get to their dialogue about rumors. If the villager you dislike is planning on moving, one of the two people you talk to will mention it.
4.5. If there aren't rumors about moving, TT forward by two days and try again. Repeat this until you hear that the unwanted villager is moving.
5. SAVE.
6. Go to the villager who you want to move, they will ping you and tell you they want to move out. Say yes, obviously. If they decide to stay, just reset the game and keep pinging them until they say they're absolutely moving out.

And there you go! It took me about 2 weeks to get Poppy out of my town using this method. And, if it messes up and decides to have a villager you like try to move out, you can stop them before they go. When I first tried, Ed wanted to move out. I kind of like him, so I was able to stop him, and Poppy was the next one to ask to move. Good luck!
