.. you have a beautiful town law to create hybrids?
Do you still have to water the flowers if..

I think you do need to at least water them. Maybe the reason why some of my flowers sprout hybrids even when I don't water them is because other villagers tend to water them for me (and more proactively when the beautiful town law is enacted). but I could be wrong.

Yeah, I only get random regular flowers if I don't water anything. I have a couple of spots where I water red roses to help get some grass back and I am always getting black and pink roses from there.

Well if you want to breed more of one kind then yes you have to
But only water the one you want to breed and make it between 2-3 different flower
Example
I'm breeding purple tulip, purple pansies and purple roses
One day I water purple tulip and pansies
The next day I water purple roses
And get of that flower the next day

Like they said. If you want to sprout hybrids, then watering is a must.
I have Beautiful Town in Bunifrey, because I have a TON of roses covering every last corner. I never water them, and none have died. Thankfully.
So if you want more flowers, water.
If you have Beautiful Town and aren't worried about getting more flowers, then you don't have to do anything.

I didn't think rain did water flowers? I'm sure I've had flowers die before when it's rained and I haven't watered them? Might be mistaken. The only reason I ever water them now I have beautiful town on is if I want to grow hybrids. It actually helps when you're only trying to grow one or two specific hybrids to only water those flowers you're trying to breed from. So I find it works out well

They can breed w/o watering, but it's much more likely if you water them. A lot more likely.
You don't HAVE to water your flowers, as they'll sprout hybrids more likely than without the beautiful ordinance. But, if watered, they have a greater chance of breeding. It's much more effective if you take the time to water them (and use fertilizer)!

It takes a day for beautiful to go into effect.
If you don't have hybrids you should water them to get some hybrids.
If you have a lot than just water the hybrids you want more of.
Right now I have a lot and don't water any flowers. All my flowers are fine. Some days I'll find new hybrids thanks to the villagers watering them.

I've always found that watering my flowers (to breed hybrids) is most effective for me. I notice that any day that I forget to water them, the next day, there are no hybrids. Although you don't need to water your flowers with a Beautiful Town ordinance in effect, you might find that watering flowers increases the chance of breeding a rare hybrid.
