Jacob's Ladders won't grow without perfect town status, no. That's why I try to keep mine in that condition even after getting the golden watering can, could always use more Jacob's.
I'm trying to get a perfect town status yet Isabelle keeps saying "We need more projects!" despite the fact that there's hardly any room to build any. Also I just recently finished building the tower, oops. Oh well, I can easily change it through hacking.
I don't care about it after I got the town hall renovation and flower clock PWP. I could just get or I've already gotten the golden can elsewhere lol, but in the end, I still have perfect town status since I don't leave stuff laying around.
I'd say get a good stock of Jacob's Ladders, as many as you need as well as some replacements, maybe, and then just do what you want. I don't remember it being that hard to lose Perfect Town status once you achieve it, though, since I honestly didn't really care about keeping it in my last town.
I only wanted perfect town so I could unlock the town hall renovation. Now that I've unlocked it, I couldn't care less about keeping it.
And achieving perfect town is SUCH a pain. Isabelle kept telling me I needed more PWPs, so I built a LOT... But once I planted a few more trees and shrubs, presto! Perfect town. And I kept it even after I demolished all the new PWPs I built. I'm still trying to puzzle out that one. I think Isabelle was just confused, lol.
if i accidentally run over a jacob's ladder it'll come back the next day. but without my perfect status atm it wouldn't. that's kinda all i care about with perfect towns
