Do you need to Water your Shrub starts and tree starts for them to grow?

I know if you don't water flower buds, they won't grow. but I want to know if this applies to shrubs and tree saplings.

actually, you don’t need to water anything. if you want hybrids to grow from your flowers, you’ll need to water them. the flowers will do okay with no water, and watering shrubs and trees won’t do anything.
