Do villagers move over the flowers?

Yes, they can. If you wanna protect your flowers you can put them next to buildings/PWPs, or on the beach. :)
 
Not sure if this is completely true but if your town has a lot of PWP and there isn't enough space for a villager's plot, then I think they will move to the nearest empty space and will not move even if they're on flowers or even if you reset(?)

Even with all the big PWPs, there will always be space for a house plot. We should never underestimate villagers, they're like ninjas.
 
Their house can go over pretty much anything except for pwp's and rocks. Everything else is fair game to them ;_;
 
No amount of flowers, trees, bushes, or paths will stop them! And they can still get pretty close to PWPs, but they can't move next to or on top of them.
 
They can! If is a small pwps they can move NEXT to it, they can! Plus we have a limit of 30 pwps so impossible every space will be occupy until they won't even have a single spot to move in, if is so, too bad you might lost them.
