Do Items on the beach count as trash?

I've been wondering this because every time I talk to Isabelle about citizen satisfaction, she tells me about how there's garbage on the ground, but there's nothing laying around on the grass area, not even perfect fruit baskets. But on my beach, I do have perfect fruit baskets and bush starts. Do those count towards garbage?

The bush starts do count as trash even if they are on your beach. I'm not 100% sure on the fruit baskets, but I do believe they count as trash as well.

The bush starts do, I'm nor sure about the fruit. My beach is absolutely covered in rubbish, mostly bush starts, and she always says the same thing to me

Thanks, I actually went and picked up all of my bush starts and stored them in my museum rooms and Isabelle said I now had a perfect town. Didn't think stuff on the beach counted
