do flowers not breed on top of dirt paths?

I've seen a few towns where they have a little flower breeding area closed off with dirt paths and I thought it was cute, so I reconstructed one for my flower breeding area in my town. However, they barely grow lmao. One new one popped up but it wasn't even in the hybrid color I was trying to achieve. I feel kind of silly because I am starting to suspect that putting them on dirt slows their growth, even the darker version that looks like soil. :,) Can anyone else attest to that? Should I scrap it and fill it back in with grass? Really need them to start growing lol!

It doesn't. I had flowers planted on top of dirt paths and they still go nuts. If it's a custom design, it doesn't matter what path is under it. Flowers won't spawn on top of custom designs.
