I guess so..
Try around 8pm GMT, That's when TBT is mostly active.
If you want people to actually take part, think of all the timezones instead of thinking of one.
 
What about noon central time?
It would be 11 am for the people on the west coat, 1 pm for people on the east coast, and 7 PM for people in England. I would be like 6 AM for people in in the land down under, but they're in the minority, and you could plan another scavenger hunt just for them.
