I think it is since nobody has European codes XD
Club Nintendo of Europe never has games as rewards, really odd because adding games would cost nearly nothing for them and producing physical object costs a lot more in comparison...
Ahh well Nintendo always have been odd in handling such things.
Now we also have amiibo, yaaay! There is one big problem about that:
