Did the update change shrub space?

I thought I remembered reading that you were able to place shrubs more freely with the update and now I can't find anything but the old guides so thought I'd ask here... Specifically, it's okay right next to the plaza, town hall and retail stones? And if anyone has any other helpful info, I'd really appreciate it. Thank you!

I thought the only thing you could place the shrubs/bushes next to were bamboo and flowers?

I'm probably wrong though

Yeah, I can't find it anymore and if it were true then it'd probably be everywhere so maybe I got it confused with a hacked town... Sorry for my inane clutter but thanks for replying!

um i'm pretty sure the update didn't change anything about shrubs.

but yes, you can place shrubs next to pavement. you always could, before the update too.

yep, as above said you can place shrubs next to pavement. you can also place trees next to pavement as well!
