Did everyone get Brewster's photo immediately?

I went to the museum and was told to find Brewster and I got his photo is this how getting the café works for everyone?

Yeah, I went over to the museum and Blathers had a thought bubble over his head and proceeded to give me Brewster's photo right away. So it's definitely how you're meant to unlock the Roost.
