Cycling help?

Hello! I just stared my first cycling thread, and I've run into a question: How do I get villagers to move out once someone has been adopted and I have just 9 villagers? I know from experience with my old town that the game doesn't want to move anyone out or move anyone in at 9 villagers, so how do I make progress from here? Thanks!

what i always do is once someone is in boxes and has been adopted (or you plan to void them) go forward a year. then save and quit. go forward another year. save and quit again. then go forward 5 days and someone else should be in boxes!

and if you mess up, go forward 5 days at a time til someone else in boxes and then just continue with the method.
