Hey friends, I'm having a hard time figuring out what I'm doing wrong with my cycle town.

I got my development permit, and there are 9 villagers living here currently, but even after a month's worth of time-skipping day-by-day, nothing's happened. Are there any requirements I'm missing or is this just bad luck? Because last time I made a cycling town on this cartridge everyone was moving in and out really quickly. ;^^

You need to have unlocked the island before villagers will begin to move out. That is the only prerequisite.
 
I don't recall if I've unlocked the island in my cycling town, but I still have villagers moving out, albeit at a slow pace. Whenever someone moves out (and restarts my system), I skip forward two weeks and then go day by day as someone moves back in and then moves out, though I haven't gotten it down to an exact science yet.
 
I actually just had this problem : it's not the island, but you have to talk to your villagers to get through the tutorial dialogue! At least, that seems to have been the case. I went through ~3 months before someone finally moved, and that seemed to be what changed it!
 
It actually has nothing to do with unlocking the island. I've encountered these issues in the past before with my numerous cycling towns.

What you have to do it talk to your villagers until they stop giving you advice. I believe the last piece of advice is about saving. After they start having normal conversations with you, they will start to move out.
 
I'm not sure if it makes much difference, as in my prior cycling town I never once unlocked the island, and I'm not sure I even spoke to my villagers more than once to introduce myself.

But if you want to cycle fast and don't care about keeping any villagers permanently, you should definitely try this method. It's what I did in my prior cycling town, and if done right you go through villagers soooo fast. It's really good if you just want to trade villagers with people or are trying to find a specific one n_n
